What Makes a Move-Out Clean Different from a Regular Job
A move-out clean is not a maintenance clean. The goal is different, the standard is different, and the documentation requirement is completely different.
In a standard residential clean, the goal is maintenance — removing accumulated soil, refreshing the pile, extending the carpet’s serviceable life. There is no dispute, no deadline, and no third party with a financial interest in the outcome.
A move-out clean happens in the context of a legal relationship governed by ORS 90.300. The tenant wants the carpet documented as clean before they leave so they can defend their deposit. The landlord wants the carpet restored and documented so they can make a defensible decision about the deposit. The property manager wants both, wants it before the next move-in date, and wants paperwork that holds up if challenged.
The Oregon Law Framework
The 31-day rule: A landlord has exactly 31 days from the date the tenancy terminates to return the deposit or provide a written itemised accounting. Miss the deadline — even by one day — and the tenant may recover the full deposit regardless of carpet condition.
When carpet cleaning is deductible: Under ORS 90.300, a landlord can deduct carpet cleaning costs only when: (1) the rental agreement specifically provides for it, (2) a machine designed for carpet cleaning is used, and (3) the carpet was cleaned or replaced before the tenant moved in. All three conditions must be met.
Carpet depreciation matters: Oregon courts use IRS depreciation schedules as reference — carpet typically depreciates over 5 to 7 years. A landlord cannot deduct the full replacement cost of a carpet that was already 6 years old at move-in.
Normal wear and tear is not deductible: General traffic lane dulling, minor pile compression, and colour fading from sunlight are not deductible. Stains, pet urine contamination, burns, and soiling from negligence are deductible when properly documented.

The North Medford tenant called three days before her move-out date. Her concern was specific — a roughly two-foot diameter stain in the corner of the living room that she said was there when she moved in but had not been documented at the time. She was worried the landlord would attribute it to her tenancy.
Pre-inspection told us what we needed to know. The stain was a combination of old liquid spill residue and mineral redeposition from hard water — the pattern was consistent with a stain that had been cleaned multiple times with hard water and left mineral deposits around the original mark. This was not a fresh stain. The discolouration at the centre was likely permanent chemical staining from whatever the original liquid was.

UV inspection on arrival found contamination zones in three rooms. The master bedroom had a zone with pad involvement — approximately four feet square where urine had penetrated the backing and reached the foam pad below. We mapped every zone before treatment and documented the UV findings in writing.
We were direct with the landlord before we started: the carpet was seven years old. Under Oregon’s reference depreciation schedules, carpet depreciates over 5 to 7 years. The honest recommendation was to clean the carpet, document the condition, and use the result to decide whether cleaning was sufficient or replacement appropriate. We would not recommend replacing a carpet that can be adequately cleaned.
The cleaning improved all three rooms significantly. The pad-involved section retained a faint residual under UV — as predicted. The landlord replaced the pad in that section and had it re-cleaned. Total cost significantly less than full carpet replacement. The landlord retained a proportional deduction from the deposit for the pad replacement — which the tenant did not dispute because the documentation was clear.

We gave both parties a written pre-clean assessment: the smoke contamination in this carpet was consistent with environmental wildfire smoke exposure during the 2022 and 2023 seasons, not damage from tenant misuse or negligence. Under ORS 90.300, normal wear and tear is not deductible.
We cleaned with alkaline pre-spray treatment for PM2.5 contamination. The smoke smell did not fully eliminate after one treatment — consistent with two seasons of embedded particulate. We documented this and noted that a second treatment would likely achieve full elimination. The property manager used the invoice in a mediated discussion with the tenant.
